ST. MARYS - City council members on Wednesday heard first reading of an ordinance appropriating final expenses for 2016.
Council members John Bubp, Robin Willoughby, Todd Fleagle and Dan Uhlenhake were present to consider allocating about $2.7 million to cover the costs.
Service safety director Greg Foxhoven said about $1.1 million would reimburse the city electric fund for the electric meters and substation transformers, which were purchased before the city had borrowed $2 million.

Council members will meet again at 5 p.m. today to give second reading to the ordinance and at the same time on Friday to give third reading and vote on the measure.
The ordinance could see some amendments for today's meting, council president Jim Harris said.
