NOTICE TO BIDDERS
The Mercer County Commissioners will receive sealed bids for the construction of the MER-FREMONT CO. Project.
Bids will be received in the Central Services Building, Room A-201, 220 West Livingston Street, Celina, Ohio 45822, until 11:00 a.m. (local time), March 7, 2019, at which time and place bids will be opened publicly and read aloud. Bids received after 11:00 a.m. (local time) will be returned unopened.
Bids will be received on a unit price basis as outlined in the bid documents.
The MER-FREMONT CO. Project includes the addition of a west bound left hand turn lane on Walnut Street (U.S. 33) and the extension of Hickory Street to aid in traffic flow at the Fremont Company in Rockford, Ohio.
Bids must be signed and submitted on the separate bidding forms included in the Bidding Documents, sealed in the provided envelope, and shall be accompanied by either a Bid Guaranty Bond in the amount of 100% of the Bid amount or by a certified check, cashier's check, or letter of credit on a solvent bank in the amount of not less than 10% of the amount of the Bid, subject to conditions provided in the Instructions to Bidders. Bid security, furnished in Bond form, shall be issued by a Surety Company or Corporation licensed in the State of Ohio to provide said surety. The successful Bidder will be required to furnish a satisfactory Performance Bond in the amount of 100% of the Bid.
Attention of Bidders is called to all of the requirements contained in the bid packet, particularly to the State of Ohio prevailing wage rates, various insurance requirements, and various equal employment opportunity provisions. Also, all bidders must be currently on ODOT's list of pre-approved contractors prior to the bid opening. The pre-approved contractor must perform a minimum of 30% of the project work.
The Bidding Documents, which include Drawings, Specifications and blank bid forms, may be examined and obtained at the office of Access Engineering Solutions, LLC, 1200 Irmscher Boulevard, Suite B, Celina, Ohio, 45822. Bidders may obtain copies of the documents for $50.00 for each complete set of documents. These documents will be shipped at the Bidder's expense for an additional $15.00 shipping fee. Non-refundable checks are to be payable to Access Engineering Solutions, LLC. BIDS WILL ONLY BE ACCEPTED FROM BIDDERS LISTED ON THE ENGINEER'S OFFICIAL LIST OF PLAN HOLDERS.

The Owner reserves the right to reject each and every bid and to waive informalities, irregularities and errors in the bidding to the extent permitted by law.
No bidder may withdraw his bid within 60 days after the actual date of the opening thereof.

The Franklin Township Board of Zoning Appeals will hold a public hearing to consider the application for a Conditional Use permit on the 4th day of March, 2019, at 6:30 p.m. at the Franklin Township House, 6805 St. Rt. 219, Celina. The application, submitted by Kyle Lehman and Sherry Fuson, requests a Conditional Use permit for outside storage on the property at 6101 St. Rt. 219, Celina, Ohio 45822. A Conditional Use is required in a Commercial and Industrial District for outside storage per 1128.53 Section N.
The annual financial report of the Mercer Soil and Water Conservation District for the calendar year ending December 31, 2018, has been completed. The report is available for inspection at the office located at 220 West Livingston Street, Suite 1, Celina, Ohio 45822.

To Enact a County Motor Vehicle License Tax
Notice is hereby given that two public hearings will be held in which all interested persons will be heard on the question of the adoption of a Resolution by the Board of County Commissioners of Mercer County, Ohio, to levy a Five Dollar ($5.00) additional motor vehicle annual license fee pursuant to Section 4504.24 of the Ohio Revised Code for the purpose of adequately financing the planning, construction, improving, maintaining and repairing of public roads and bridges.
The first hearing will be held on Thursday, February 28, 2019, at 3:00 p.m. The second hearing will be held on Tuesday, March 5, 2019, at 3:00 p.m. Both hearings will be held in the Central Services Building, first floor conference room, 220 W. Livingston Street, Celina, Ohio. At the conclusion of the second public hearing, the Mercer County Board of Commissioners may adopt said resolution. Pursuant to the law, the resolution may not take effect sooner than 30 days following its adoption.

NOTICE OF INTENT
TO SELL UNNEEDED, OBSOLETE OR UNFIT MUNICIPAL PROPERTY BY INTERNET AUCTION DURING CALENDAR YEAR 2019
Notice is hereby given that the City of Celina intends to sell unneeded, obsolete or unfit municipal personal property by internet auction during 2019. Any auction sales shall be conducted under the authority and direction of the City of Celina Safety-Service Director. Such internet auction sales shall be conducted by way of GovDeals.com Internet Auction Services. Bidding shall remain open for not less than 10 days, terms of payment shall be cash, payment in full on or before the date of delivery to the successful bidder. The successful bidder shall be solely responsible for all acts and expenses associated with the delivery of such items so purchased.
The Village of Coldwater is accepting bids for the concession operations at Memorial Park. The successful bidder will be expected to enter into a lease agreement with the Village of Coldwater. The lease for the past year is available for review, along with a list of equipment provided. Bids will be accepted up to 11:30 A.M. Thursday February 21, 2019, at which time all bids will be opened. Sealed bids should be addressed to the Village Manager, 610 W. Sycamore St., Coldwater Ohio, and be labeled Park Concession bid.
