Defendants are required to serve upon the Plaintiff's attorney a copy of your answer to this Complaint within 28 days after the date of last publication of this notice, which shall be published by six (6) consecutive weeks commencing on April 25, 2018. Your answer must be filed with the Court within three (3) days after the service of the answer on Plaintiff's attorney.

NOTICE OF PUBLIC HEARING
Notice is hereby given that the County of Mercer will hold a Public Hearing on Thursday, April 26, 2018, at 1:30 p.m. in the Mercer County Commissioner's Office, Central Services Building, 220 West Livingston Street, Room A201, Celina, Ohio.
Based on both citizen input and local officials' assessment of the county's and communities' needs, the county is proposing to undertake the following Revolving Loan Fund activities:
The county intends to loan the amount of $250,000 to A. D. Unlimited, LLC. to build a truck wash building and purchase equipment. A. D. Unlimited, LLC will create 10 FTE jobs, of which 6 will be offered to or made available to LMI persons; which meets the National Objective.
The total project cost will be $1,000,000 with funds coming from Revolving Loan Fund of $250,000; Equity $200,000 and Private Lender $550,000.
This second public hearing is being held to give citizens an adequate opportunity to review and comment on the county's proposed applications, before the loans are approved.

The Ohio Public Utilities Commission designated CenturyLink as an Eligible Telecommunications Carrier within its service area for universal service purposes. CenturyLink's basic local service rates for residential voice lines are $14.95-$18.35 per month and business services are $32.45-$43.45 per month. Specific rates will be provided upon request.
CenturyLink participates in a government benefit program (Lifeline) to make residential telephone or qualifying broadband service more affordable to eligible low-income individuals and families. Eligible customers are those that meet eligibility standards as defined by the FCC and state commissions. Residents who live on federally recognized Tribal Lands may qualify for additional Tribal benefits if they participate in certain federal eligibility programs. The Lifeline discount is available for only one telephone or qualifying broadband service per household, and can be on either wireline or wireless service. Broadband speeds must be 15 Mbps download and 2 Mbps upload or faster to qualify.
A household is defined for the purposes of the Lifeline program as any individual or group of individuals who live together at the same address and share income and expenses. Lifeline service is not transferable, and only eligible consumers may enroll in the program. Consumers who willfully make false statements in order to obtain a Lifeline discount can be punished by fine or imprisonment and can be barred from the program.

PY 2018 COMMUNITY HOUSING IMPACT AND PRESERVATION PROGRAM
Mercer County intends to apply to the Ohio Development Services Agency (ODSA) for funding of Community Housing Impact and Preservation (CHIP) activities under the Community Development Block Grant (CDBG) Small Cities Program and the Federal HOME Investment Partnership Program, both federally-funded programs administered by the State of Ohio. The CHIP applications are due to the State by May 4, 2018.
On February 6, 2018, Mercer County conducted the first public hearing to inform citizens about the CDBG program, how it may be used, what activities are eligible, and other program requirements.
Mercer County is proposing to undertake the following, County-wide CHIP activities for PY 2018: Owner Rehabilitation $230,000; Owner Home Repair $105,000; Tenant-Based Rental Assistance $25,000; and Administration $40,000. The County is applying for a total of $400,000 to fund these activities. Matching funds up to $20,000 will be used from Revolving Loan Fund (RLF), $1,000 from Allocation funds, and $36,984.38 from CHIP HOME Program Income. The national objective is to benefit low-or moderate-income households. The CHIP Program funds will be used throughout Mercer County and within the City of Celina.
A public hearing will be held on Thursday, April 19, 2018, at 1:30 p.m. in the Board of County Commissioners Office located at 220 West Livingston Street, Room A201, Celina, Ohio, to allow citizens the opportunity to provide input on the activities.
