Notice is hereby given that two public hearings will be held in which all interested persons will be heard on the question of the adoption of a Resolution by the Board of County Commissioners of Mercer County, Ohio, to levy a Five Dollar ($5.00) additional motor vehicle annual license fee pursuant to Section 4504.24 of the Ohio Revised Code for the purpose of adequately financing the planning, construction, improving, maintaining and repairing of public roads and bridges.
The first hearing will be held on Thursday, February 28, 2019, at 3:00 p.m. The second hearing will be held on Tuesday, March 5, 2019, at 3:00 p.m. Both hearings will be held in the Central Services Building, first floor conference room, 220 W. Livingston Street, Celina, Ohio. At the conclusion of the second public hearing, the Mercer County Board of Commissioners may adopt said resolution. Pursuant to the law, the resolution may not take effect sooner than 30 days following its adoption.

Bidding shall remain open for not less than 10 days, terms of payment shall be cash, payment in full on or before the date of delivery to the successful bidder. Notice is hereby given that the Board of Mercer County Commissioners will hold a Public Hearing on Tuesday, February 12, 2019, at 10:00 a.m., in the Mercer County Commissioners Office, Mercer County Central Services Building, 220 West Livingston Street, Room A201, Celina, Ohio.
The Board of Commissioners is eligible to apply to the Ohio Development Services Agency for funding under the Community Development Block Grant (CDBG) Small Cities Program, and the Office of Community Development (OCD). The County is eligible to apply for Program Year 2019 CDBG funding and HOME funding, providing the County meets the applicable program requirements.
The purpose of the Public Hearing is to provide citizens in all jurisdictions (cities, villages, etc.) with information about the entire PY 2019 Small Cities CDBG Program and PY 2019 HOME Program and to permit discussion of possible applications to the Ohio Development Services Agency. A number of PY 2019 CDBG and HOME programs may be available to the County including the Community Development Allocation Program, Critical Infrastructure, Residential Public Infrastructure, Community Housing Impact and Preservation (CHIP) Program, Economic Development Program, Neighborhood Revitalization Program, Emergency Shelter Grant Program, Micro-Enterprise Business Development Program, New Horizons Fair Housing Assistance Program, Discretionary Fund, Downtown Revitalization Program, and Imminent Threat Set-Aside Fund. The Community Development Allocation, CHIP and Economic Development Programs will be discussed in detail.
The Mercer County Economic Development Revolving Loan Fund (RLF) will also be reviewed. The CDBG financed RLF permits the County to provide loans and grants at the County's discretion for the purposes of economic development.
The Public Hearing will cover eligible activities, program requirements, funding allocations, and related matters. The CDBG and HOME programs can fund a broad range of activities, including, but not limited to, economic development projects; street, water supply, drainage and sanitary sewer improvements; demolition of unsafe structures; and rehabilitation of housing and neighborhood facilities. The activities must be designed to primarily benefit low-to-moderate income persons, aid in the preservation or elimination of slums and blight, or meet an urgent need of the community.

A second Public Hearing will be held to discuss a specific application for a specific program mentioned above in the event application is made by the Mercer County Board of Commissioners to the Ohio Development Services Agency under a particular program. A PY 2019 Allocation and Competitive Set-Aside Grant Application will be submitted to the Ohio Development Services Agency on or before June 14, 2019, thus a second public hearing will be held on Tuesday, June 4, 2019, at 11:00 a.m., to review the County's proposed project.
Both Public Hearings are open to all residents of Mercer County and any persons or organizations desiring to speak on the matter will be afforded an opportunity to be heard or seen. Citizens from all jurisdictions (cities, villages, etc.) are encouraged to attend this first Public Hearing on February 12, 2019, to provide their input on the County's entire CDBG/HOME Program. The Mercer County Central Service Building is a handicapped accessible facility. NOTICE OF PUBLIC HEARING
The Mercer County Regional Planning Commission will hold a public hearing on February 20, 2019, at 7:00 p.m. in the first floor conference room (Room B195) of the Central Services Building, 220 W. Livingston Street, Celina, Ohio. The purpose of this hearing is to allow citizens the opportunity to provide input on proposed amendments to the Mercer County Subdivision Regulations, Construction Standards & Drawings & Design Criteria.
The amendments, in part, relate to compliance with the new drainage improvements and maintenance. Said amendments include but are not limited to: establishing a drainage improvement maintenance fund for lots in a major subdivision, placing drainage improvement on perpetual maintenance by the county, and requiring all survey and plats for any type of transfer to be recorded regardless of what type of subdivision.
A copy of the proposed amendments to the Mercer County Subdivision Regulations, Construction Standards & Drawings & Design Criteria is available for public review during normal business hours at the office of the Board of Mercer County Commissioners.

On January 10, 2019, the Board of County Commissioners of the County of Mercer, Ohio adopted a resolution declaring the necessity to construct, maintain, and operate the Harbor Point Water Line Replacement Project; including the extension of the system to service property owners, in the Harbor Point Area Water Subdistrict, of Mercer County.
The proposed improvement shall consist of replacing water lines within the subdistrict. The general route and termini of the improvements includes portions of Harbor Point Drive, East Ash Street, Elm Street, and Summit Street in the Harbor Point Addition, Jefferson Township. A list of specific locations, routes and termini is on file at the office of the County Commissioners. Total project costs are presently estimated at $601,364 which will be paid by state loans and the proceeds of general obligation bonds and certificates of indebtedness in anticipation thereof, under Chapters 133 and 6117 of the Ohio Revised Code. Debt for this improvement will be paid via the levy and collection of special assessments against benefited properties.
Pursuant to Section 6117.06 of the Ohio Revised Code, notice is hereby given that objections to or endorsements of the construction of such improvements, the location of such improvements, or the estimates of cost and financing, all as described in such resolution, will be heard by such board of the County Commissioners at 7:00 p.m. on Tuesday, February 12, 2019, in the Central Services Building, First Floor Conference Room, 220 W. Livingston Street, Celina, Ohio. At such time and place, a hearing will be granted by such Board of County Commissioners to all interested parties.

Public Comment Period and Public Hearing for Draft Mercer County Solid Waste Management Plan Update
The Mercer County Solid Waste Management District (District) is establishing a 30-day written comment period (Monday, January 7, 2019, through Tuesday, February 5, 2019) on the draft Mercer County Solid Waste Management Plan Update (Plan Update) (Ohio Revised Code Section 3734.54). The District has prepared the draft Plan Update as required by Section 3734.54 of the Ohio Revised Code. The draft Plan Update includes a solid waste facility inventory, projections and strategies, facilities and programs to be used, an analysis of the progress made toward achieving state solid waste reduction goals, budget and fees to finance the Plan, and District rules.
This draft is an update to a previously approved solid waste plan. This Plan Update details existing programs, including residential recycling education and awareness programs, market development activities, and other programs such as the business waste assessment program and financial incentive programs. Other specific programs include curbside recycling, dropoff recycling, yard waste management, household hazardous management, used oil management, scrap tire management, electronics management, appliance collection, and county office recycling.
The draft Plan Update includes a demonstration of access to capacity and determines there is more than fifteen years of landfill capacity available to the District.
This draft Plan Update continues to authorize the Board of Mercer County Commissioners to establish facility designations in accordance with Section 343.013 and 343.014 of the Ohio Revised Code.
The draft Plan Update includes a detailed siting strategy for the submission and review of plans, specifications, and applications of the siting strategy to proposed solid waste facilities including the maximum feasible utilization and exemption of existing in-district facilities.
The draft Plan Update complies with State Plan Goal #2, which states that the District must recycle at least 25% of the solid waste generated by the residential/commercial sector and at least 66% of the solid waste generated by the industrial sector.
The District currently funds plan programs and current operations through a disposal fee collected at District landfills and transfer stations of $2.00 per ton for in-district solid waste, $4.00 per ton for out-of-district solid waste, and $2.00 per ton for out-of-state solid waste. Additionally, the District funds programs through state grants, donations, and revenue from the sale of recyclables. The District has also prepared funding options should the Republic Waste Services Celina Landfill close which includes ORC 343.08 rates and charges and contract fees through designation. The plan presents three distinct budgets based on these three funding mechanisms. The District reserves the right to implement any of the finding mechanisms listed above at any point in the planning period.
The District will hold a public hearing to obtain oral comments regarding the draft Plan Update on Tuesday, February 12, 2019, at 11:00 a.m. at the Mercer County Central Services Building, 220 W. Livingston St., Celina, OH 45822.
The District will accept written comments as required by Ohio Revised Code Section 3734.55 on the draft Plan Update from Monday, January 7, 2019, through Tuesday, February 5, 2019.
