In accordance with OAC rule 901:10-6-01, public notice is hereby given that the Ohio Department of Agriculture (ODA) is accepting comments on a draft Permit to Install (PTI) and a draft Permit to Operate (PTO) for the facility called "Acheson Poultry" which is located at 2120 Erastus-Durbin Road, Fort Recovery, Ohio 45846 in Mercer County, Recovery Township, in the Upper Wabash Watershed. If the final permit is issued, the PTO would be valid for five years.
A copy of the draft permits can be obtained by submitting a public records request using the following link: https://agri.ohio.gov/wps/portal/gov/oda/divisions/legal-office/public-records-site-area. Any person may submit written comments and/or request a public meeting on the draft permits. A request for a public meeting must be in writing and shall state the nature of the issues to be raised at the public meeting. Comments and/or public meeting requests must be received by the DLEP office no later than 5 p.m. on July 8, 2019. Comments can either be mailed to Division of Livestock Environmental Permitting, A.B. Graham Building, 8995 East Main Street, Reynoldsburg, Ohio 43068 or emailed to firstname.lastname@example.org. Comments received after this date will not be considered. A public meeting will be held when required by OAC 901:10-6-04(C) and may be held where authorized by OAC 901:10-6-01(D). Persons have a right to provide a written or oral statement for the record at the public meeting, if a meeting is scheduled.

NOTICE TO BIDDERS
The City of Celina will receive sealed bids for the construction of the West Market Street Waterline Replacement project.
Bids will be received at the office of the City of Celina, 225 N. Main Street, Celina, Ohio, until 11:00 a.m. June 20, 2019, at which time and place bids will be opened publicly and read aloud. Bids received after 11:00 a.m. will be retuned unopened.
Bids will be received on a unit price basis as outlined in the bid documents:
The West Market Street Waterline Replacement project involves the replacement of an existing waterline on West Market Street from Brandon Avenue to Main Street The project will include approximately 2,100 lineal feet of 8' waterline, 35 water service line connections, along with the needed fire hydrants, valves, and fittings. The project also includes restoration.
Bids must be signed and submitted on the separate bidding forms included in the Bidding Documents, sealed in the provided envelope, and shall be accompanied by either a Bid Guaranty Bond in the amount of 100% of the Bid amount or by a certified check, cashier's check, or letter of credit on a solvent bank in the amount of not less than 10% of the amount of the Bid, subject to conditions provided in the instructions to Bidders. Bid security, furnished in Bond form, shall be issued by a Surety Company or Corporation licensed in the State of Ohio to provide said surety. The successful Bidder will be required to furnish a satisfactory Performance Bond in the amount of 100% of the Bid.
Attention of bidders is called to all of the requirements contained in this bid packet, particularly to the State of Ohio prevailing wage rates, various insurance requirements, and various equal employment opportunity provisions.
The Bidding Documents, which include Drawings, Specifications and blank bid forms, may be examined and obtained at the office of Access Engineering Solutions, LLC., 1200 Irmscher Boulevard, Suite B, Celina, Ohio, 45822. 2019 Resurfacing Project

Sealed Bids for the 2019 Resurfacing Project will be received by the Village of Fort Recovery at the Village Hall, 201 S. Main Street, Fort Recovery, Ohio 45846, until Thursday, June 20, 2019, at 10:00 a.m. local time, at which time bids received will be publicly opened and read.
In general, the project consists of the paving of various downtown parking lots and Sharpsburg Road within the Village of Fort Recovery.

The bid security shall be furnished in accordance with Instructions to Bidders.
The Contractor shall be required to pay not less than the minimum wage rates established by the Department of Industrial Relations of the State of Ohio.
No Bidder shall withdraw his Bid within 60 days after the actual opening thereof.
The Owner reserves the right to reject any or all Bids, waive irregularities in any Bid, and to accept any Bid which is deemed by Owner to be most favorable to the Owner.
