Request for Proposals
Sealed proposals will be received by the Mercer County Commissioners for vendors interested in implementing the Non-Emergency, Ohio Works, PRC and Food Assistance Employment and Training Transportation Program beginning July 1, 2017, and ends June 30, 2018, with a two-year extension option that may be exercised if agreed by all parties and contingent upon funding beginning July 1, 2018, and ending June 30 2019. All proposals must be received at the Mercer County Commissioners located at 220 W. Livingston Street, Suite 201, Celina, Ohio 45822. The deadline for submission is 10:00 a.m. EDT on June 1, 2017, at which time the sealed proposals will be opened.

Awarding of the contract will be made on the basis of best submitted proposal and must be approved by the Mercer County Commissioners. See specifications for details.
All proposal envelopes should be marked "Transportation Proposal." Proposals should include a bond, certified check, cashier's check, or money order made out to Mercer County Job & Family Services in the amount $3,000, which is 1% of the estimated total contract amount.
The Mercer County Commissioners reserve the right to accept or reject any or all proposals submitted and to waive any or all irregularities of any proposal. Selection can be based on factors other than price.

SEAN P. RICE, property owner of record of 130 Hamilton Street, Celina, Ohio, (Mercer County Ohio Tax Parcel lD #27-032200.0203) is hereby ordered to make necessary repair or to raze all unsafe structures on the property at 130 Hamilton Street, Celina, Ohio.
The City of Celina has determined that all structures on the property at 130 Hamilton Street are Unsafe Buildings according to the City of Celina Codified Ordinance Chapter 1351, pertaining to the regulations of Unsafe Buildings.

NOTICE TO BIDDERS
The City of Celina will receive sealed bids for the City of Celina West Logan Street Lighting Improvements Project.
Bids will be received in the office of the Safety Service Director, 225 N. Main St., Celina. OH 45822 until 10:00 A.M. (local time). May 23, 2017, at which time and place bids will be opened publicly and read aloud.
Bids received after 10:00 a.m. (local lime) will be returned unopened.
Bids will be received on a unit price basis as outlined in the bid documents.
The West Logan Street Lighting Improvements Project includes the boring of 2" electric conduits, the installation of light pole foundations and the restoration of the project site.
Bids must be signed and submitted on the separate bidding forms included in the Bidding Documents, in a sealed envelope, and shall be accompanied by either a Bid Guaranty Bond in the amount of 100% of the Bid amount or by a certified check, cashier's check, or letter of credit on a solvent bank in the amount of not less than 10% of the amount of the Bid, subject to conditions provided in the instructions to Bidders. The successful BIDDER will be required to furnish a satisfactory Performance Bond in the amount of 100% of the Bid.
Attention of Bidders is called to all of the requirements contained in this bid packet, particularly to the State of Ohio Prevailing Wage Rates for Public Improvements in Mercer County and the City of Celina, Ohio, as determined by the Ohio Bureau of Employment Services, Wage and Hour Division, (614) 644-2239, various insurance requirements, various equal opportunity provisions, and the requirement for a payment bond and performance bond for 100 percent of the contract price.
The Bidding Documents may be examined and/or obtained at the City of Celina Engineering Department, 308 Portland St., Celina, Ohio 45822. Bidders must obtain copies of the bid documents in person from the Engineering Department for $0.00 for the first copy and $25.00 for each additional copy of the complete set of documents. The substance and prayer of said petition is that the construction of the improvement is necessary, will benefit the petitioner(s), and will be conducive to the public welfare. The following is the course and termini of the vacation, to wit:
33 Tile Main: Commencing approximately 980 feet north along the west line of the southwest corner of the southwest quarter of the northwest quarter of Section 9, Township 5 South, Range 3 East, Center Township; thence in a northeasterly direction along the 33 Tile Main approximately 1,348 feet to a point and there terminate.
Woods Tile Main: Commencing approximately 600 feet west and 80 feet south of the southwest corner of the southeast quarter of the northwest quarter of Section 9, Township 5 South, Range 3 East, Center Township; thence in a northeasterly direction along the Woods Tile Main approximately 883 feet through the southwest quarter of the northwest quarter to a point on the east side of Bogart Road and there terminate.
