PY 2018 COMMUNITY HOUSING IMPACT AND PRESERVATION PROGRAM
Mercer County intends to apply to the Ohio Development Services Agency (ODSA) for funding of Community Housing Impact and Preservation (CHIP) activities under the Community Development Block Grant (CDBG) Small Cities Program and the Federal HOME Investment Partnership Program, both federally-funded programs administered by the State of Ohio. The CHIP applications are due to the State by May 4, 2018.
On February 6, 2018, Mercer County conducted the first public hearing to inform citizens about the CDBG program, how it may be used, what activities are eligible, and other program requirements.
Mercer County is proposing to undertake the following, County-wide CHIP activities for PY 2018: Owner Rehabilitation $230,000; Owner Home Repair $105,000; Tenant-Based Rental Assistance $25,000; and Administration $40,000. The County is applying for a total of $400,000 to fund these activities. Matching funds up to $20,000 will be used from Revolving Loan Fund (RLF), $1,000 from Allocation funds, and $36,984.38 from CHIP HOME Program Income. The national objective is to benefit low-or moderate-income households. The CHIP Program funds will be used throughout Mercer County and within the City of Celina.
A public hearing will be held on Thursday, April 19, 2018, at 1:30 p.m. in the Board of County Commissioners Office located at 220 West Livingston Street, Room A201, Celina, Ohio, to allow citizens the opportunity to provide input on the activities.
Should any participant require auxiliary aids due to disability, please contact this office at least one week prior to the hearing date to ensure needs will be accommodated. The Center Township Zoning Commission will hold a public hearing on proposed amendments to the Center Township Zoning Code on April 17, 2018, at 7:30 P.M., at the Center Township House, 8071 U.S. Route 33, Celina, Ohio 45822. The proposed amendments were submitted by Center Township Board of Trustees. The amendment would make general modifications to the Zoning Code of the Township.
The application proposing to amend the Code will be available for public examination from April 5, 2018, until April 17, 2018, at the office of the Mercer County Commission, 220 West Livingston Street, Celina, Ohio 45822.

LIQUID POLYMER
The City of Celina is requesting sealed bids for Liquid Polymer, approximately 15,000 pounds/year, for centrifuge dewatering of aerobically digested wastewater sludge. Polymer jar testing and performance testing must be completed prior to bidding. The jar testing must be completed by the polymer supplier at the Celina Wastewater Treatment Plant with the assistance of Wastewater Treatment Plant personnel. Following jar testing, polymer suppliers must provide a 5-gallon pail of choice polymer(s) (maximum of two) to be bided to the Celina Wastewater Treatment Plant to allow City personnel to complete performance testing. Pails of polymer must be received no less than FIFTEEN (15) days prior to the bid date.
