NOTICE TO BIDDERS
The Grand Lake St. Marys Lake Facilities Authority will receive sealed bids for the construction of the Northshore Greenspace & Rosenbeck Nature Preserve Wetlands. Northshore Greenspace is located in Jefferson Township, Section 03, Mercer County, Ohio on the west side of Lake Acres Drive, south of State Route 703. Rosenbeck Nature Preserve is located in Butler Township, Section 27, Mercer County, Ohio on the west side of Fleetfoot Road, approximately 0.3 miles north of State Route 219.
Bids will be received in the office of the Mercer County Commissioners located at 220 W. Livingston Street, Rm. A201, Celina, Ohio 45822 until 11:00 a.m. (local time), March 21, 2024, at which time and place bids will be opened publicly and read aloud. Bids received after 11:00 a.m. (local time) will be returned unopened.
Bids will be received on a unit price basis as outlined in the bid documents.
Bids must be signed and submitted on the separate bidding forms included in the Bidding Documents, sealed, and shall be accompanied by either a Bid Guaranty Bond in the amount of 100% of the Bid amount or by a certified check, cashier's check, or letter of credit on a solvent bank in the amount of not less than 10% of the amount of the Bid, subject to conditions provided in the Instructions to Bidders. Bid security, furnished in Bond form, shall be issued by a Surety Company or Corporation licensed in the State of Ohio to provide said surety. The successful Bidder(s) will be required to furnish a satisfactory Performance Bond in the amount of 100% of the Bid.
Attention of bidders is called to all of the requirements contained in this bid packet, particularly to the State of Ohio prevailing wage rates, various insurance requirements and other provisions.
The Bidding Documents, which include Drawings, Specifications and blank bid forms, may be examined and obtained at the office of Mercer County Community & Economic Development, 101 N. Main St., Room 102, Celina, Ohio 45822. These documents will be shipped at the Bidder's expense for a shipping fee. BIDS WILL ONLY BE ACCEPTED FROM BIDDERS LISTED ON THE ENGINEER'S OFFICIAL LIST OF PLAN HOLDERS.
The Grand Lake St. Marys Lake Facilities Authority reserves the right to reject any and all bids and to waive any irregularities when the same are to the Grand Lake St. Marys Lake Facilities Authority's advantage.

Notice is hereby given that there will be three public hearings conducted by the Board of Trustees of Gibson Township, Mercer County, Ohio, regarding the adoption of a resolution to levy an additional license tax of five dollars per motor vehicle on all motor vehicles the owners of which reside in the unincorporated area of the township. The purpose of this tax is for paying the costs and expenses of enforcing and administering the tax and for the construction, reconstruction, improvement, maintenance, and repair of township roads, bridges, and culverts; for purchasing, erecting, and maintaining traffic signs, markers, lights, and signals; for purchasing road machinery and equipment, and planning, constructing, and maintaining suitable buildings to house such equipment; for paying any costs apportioned to the township under section 4907.47 of the Revised Code; and to supplement revenue already available for such purposes.
The hearings shall be held at the Gibson Township Hall, 1700 Industrial Dr., Fort Recovery, Ohio 45846 on March 20, March 27, and April 24, 2024 at 8:00 PM.
Following the third public hearing the Gibson Township Board of Trustees will conduct a Special Meeting to consider adoption of the resolution.

The City of Celina will receive sealed bids for the Bryson Park Parking Lot Paving project.
Bids will be received at the office of the City of Celina, 225 N. Main Street, Celina, Ohio, until 11:00 a.m. Thursday, March 7, 2024, at which time and place bids will be opened publicly and read aloud. Bids received after 11:00 a.m. will be returned unopened.

The project includes the asphalt paving of approximately 12,000 square yards of parking lots.

Each bidder is required to furnish with its proposal a Bid Guaranty and Contract Bond in accordance with Section 153.54 of the Ohio Revised Code in the amount of 100% of the Bid amount, or by a certified check, cashier's check, or letter of credit on a solvent bank in the amount of not less than 10% of the amount of the Bid, subject to conditions provided in the Instructions to Bidders. Bid security, furnished in Bond form, shall be issued by a Surety Company or Corporation licensed in the State of Ohio to provide said surety. The successful Bidder will be required to furnish a satisfactory Performance and Payment Bond in the amount of 100% of the Bid.
Each Proposal must contain the full name of the party or parties submitting the proposal and all persons interested therein. Each bidder must submit evidence of its experiences on projects of similar size and complexity. The Owner intends and requires that the project be completed no later than July 12, 2024.
Bidders must comply with the prevailing wage rates on Public Improvements in Mercer County and the City of Celina as determined by the Ohio Department of Commerce, Bureau of Wage and Hour Administration, (614) 644-2239.

NOTICE OF CHANGES TO FEES FOR THE HEALTH DEPARTMENT
Notice is hereby given that the Schedule of Environmental Program Fees for the Mercer County Health District has been approved to be modified by the Board of Health effective March 2, 2024.
The Mercer County Health District has determined that the modifications to fee categories within Environmental Health programs, including Household Sewage Treatment Systems, Private Water Systems, Public Swimming Pools-Spas-Special Use Pools are in compliance with cost methodology requirements.
Any previous fees in conflict with the foregoing are hereby repealed. The Mercer County Health District establishes the modifications of the Schedule of Environmental Program Fees pursuant to Sections 705.15, 3709.09 and 3709.21 of the Ohio Revised Code.
The proposed Schedule of Environmental Program Fees is a local fee schedule which is not affected by state fees. If any of the individual fees within the schedule of fees are declared invalid for any reason, none of the provisions therein shall be affected. The modifications to the Schedule of Environmental Program Fees was adopted by the Mercer County Board of Health on February 14, 2024.
