* WHAT...Very cold wind chills as low as 15 below zero.
* WHERE...Portions of east central Indiana and central and west central Ohio.
* WHEN...Until 10 AM EST Tuesday.
* IMPACTS...The cold wind chills as low as 15 below zero could result in hypothermia if precautions are not taken. Wind chill values can lead to hypothermia with prolonged exposure.

Work on Celina's new water treatment facility is progressing as contractors now are installing steel beams and underground pipes. The structure should be completed in January.
