* WHERE...Portions of Indiana, including the following counties, Dearborn, Fayette, Franklin, Ripley, Union and Wayne and Ohio, including the following counties, Adams, Auglaize, Brown, Butler, Champaign, Clark, Clermont, Clinton, Darke, Delaware, Fairfield, Fayette, Franklin, Greene, Hamilton, Hardin, Highland, Hocking, Licking, Logan, Madison, Mercer, Miami, Montgomery, Pickaway, Pike, Preble, Ross, Scioto, Shelby, Union and Warren.

* IMPACTS...Excessive runoff may result in flooding of rivers, creeks, streams, and other low-lying and flood-prone locations.

* ADDITIONAL DETAILS... - At 12:40 PM EDT Sunday the stage was 13.0 feet. - Forecast...The river is expected to rise to a crest of 13.0 feet this afternoon. It will then fall below flood stage just after midnight tonight. - Flood stage is 13.0 feet.

Ruel Harner
Ruel Harner, 92, 9944 Celina-Mendon Road, Celina, died Dec. 27, 2007, at Celina Manor Nursing Home.
He was born June 27, 1915, in Center Township to Gail and Hazel Webb Harner. He was married to Eathyle Cuhn, who died April 20, 1973. He later married Margaret Dickey, who died Dec. 27, 1989.
Surviving are two daughters, June (Glen) Florence, Coldwater, and Kathy (Lavern) Wendel, Celina; a stepson, Eugene (Pat) Dickey, Mendon; a stepdaughter, Rosemary (Bob) Blessinger, Garrett, Ind.; 10 grandchildren; and 19 great-grandchildren.
Deceased are a brother, Oreal; two sisters, Delores Buxton and Dorothy Manier; and one great grandchild.  
He was a retired farmer and attended Mount Zion Methodist Church. He was a 1933 graduate of the former Neptune High School and served as clerk and trustee for Center Township for several years as well as on the Center Township school board.
Services are 10:30 a.m. Monday at Cisco Funeral Home, Celina, the Rev. Randy Christian. Burial is at North Grove Cemetery, Celina.
Calling is 2-8 p.m. Sunday at the funeral home.
