* WHERE...Portions of Indiana, including the following counties, Dearborn, Fayette, Franklin, Ripley, Union and Wayne and Ohio, including the following counties, Adams, Auglaize, Brown, Butler, Champaign, Clark, Clermont, Clinton, Darke, Delaware, Fairfield, Fayette, Franklin, Greene, Hamilton, Hardin, Highland, Hocking, Licking, Logan, Madison, Mercer, Miami, Montgomery, Pickaway, Pike, Preble, Ross, Scioto, Shelby, Union and Warren.
* WHEN...From 7 PM EDT this evening through Monday morning.
* IMPACTS...Excessive runoff may result in flooding of rivers, creeks, streams, and other low-lying and flood-prone locations.
* ADDITIONAL DETAILS... - Showers and thunderstorms producing heavy rain will impact the area overnight. Rainfall totals of 1 to 3 inches are expected with locally higher amounts. The heavy rain combined with saturated ground will lead to potential flash flooding.

* IMPACTS...At 13.0 feet, State Route 117 near Route 118 north of Rockford is water-covered and closed.
* ADDITIONAL DETAILS... - At 12:40 PM EDT Sunday the stage was 13.0 feet. - Forecast...The river is expected to rise to a crest of 13.0 feet this afternoon. It will then fall below flood stage just after midnight tonight. - Flood stage is 13.0 feet.

Ruby Richmond
Ruby Jean Richmond, 77, of Celina, died at 3:43 p.m. Jan. 28, 2008, at Joint Township Memorial Hospital, St. Marys.
She was born Jan 12, 1931, in Morley, Tenn., to Noah and Roberta Wilson Rutherford. On April 9, 1947, she married Leonard Richmond, who survives.
Other survivors are five sons, Jonathan (Betty), Mike (Deb) and Christopher (Emily), all of Sidney, and the Rev. Tony (Carlene) and James (Pam), all of Celina; three daughters, Linda Sue (Rick) Goan, Morristown, Tenn., Donna Shoemaker and Kimberly (Joe) Bradley, all of Sidney; two brothers, John (Mary) Rutherford, Norwood, and Jerome Rutherford, of North Carolina; two sisters, Essie (Russell) Faulkner, Loveland, and Delphia (Delbert "Buck") Lambdin, Urbana; 33 grandchildren, 34 great-grandchildren and two great-great-grandchildren.
Deceased are two brothers, Delano and Amos Rutherford.
She was a homemaker. She was a member of Lighthouse Baptist Church, Celina, and former Women's Missionary Union president, Sunday school teacher and kitchen chairwoman for over 18 years at the Sidney Baptist Church.
Services are 1 p.m. Friday at Cromes Funeral Home, Sidney, the Rev. Ernie J. Jones officiating. Burial is at Shelby Memory Gardens, Sidney.
Calling is 5-9 p.m. Thursday and one hour prior to services on Friday at the funeral home.
