Workers start to install a metal roof on the new water plant in Celina on Monday morning. The $6 million project will allow Celina to set up a granular activated carbon filtration system to reduce or eliminate trihalomethanes (THM's) in the city's drinking water. The plant is expected to be finished in two to four months.
