Sludge from the Celina Wastewater Treatment Plant is shown spread on a field near the intersection of Monroe and Meyer roads west of Celina. The city likely will receive a notice of violation from the Ohio EPA for violating setback requirement. The sludge was applied by Zumberge Farms, Celina.
