* WHERE...Portions of east central and southeast Indiana, northeast and northern Kentucky, and central, south central, southwest, and west central Ohio.
* WHEN...Until 10 AM EST this morning.
* IMPACTS...The cold wind chills as low as 15 below zero could result in hypothermia or frostbite if precautions are not taken. Very cold temperatures can lead to hypothermia with prolonged exposure.

Robert Beougher
Robert H. Beougher, 89, Celina, died at 5:15 a.m. April 6, 2011, at the Ohio Veterans Home, Georgetown.
He was born Jan. 14, 1922, in Celina to Chester O. and Edna Springer Beougher. His wife, Nellie Keiser Donovan Beougher, died May 27, 1975.
Nieces and nephews survive.
Deceased are four brothers, Carl, Hubert, LeRoy and Lawrence Beougher, and five sisters, Opal LeLoup, Cecil Norris, Mamie Chilcoat and Florence and Elsie Beougher.
He had worked on construction of the Hoover Dam in Nevada and as a foundry worker. A U.S. Army veteran of World War II, he was a heavy machine gunner in Okinawa, Normandy, Northern France, Rhineland and the Ardennes. He attended Lighthouse Fellowship Church in Celina.
Graveside rites are 1:30 p.m. Tuesday at Swamp College Cemetery, Celina, the Rev. Tony Richmond officiating. Celina Veterans of Foreign Wars Post 5713 and American Legion Post 210 will conduct military rites.
W.H. Dick & Sons-Hellwarth Funeral Home, Celina, has charge of arrangements. There will be no visitation.
