* IMPACTS...The dangerously cold wind chills as low as 20 below zero could cause frostbite on exposed skin in as little as 30 minutes.

Jill August of the Celina City Auditor's office looks at an initiative petition to return the city's income tax rate back to 1 percent. The petition will be forwarded on to the Mercer County Board of Elections, which will determine if it has enough valid signatures to be placed on the November ballot.
