* WHEN...From 7 PM EDT this evening through Monday morning.
* IMPACTS...Excessive runoff may result in flooding of rivers, creeks, streams, and other low-lying and flood-prone locations.

* ADDITIONAL DETAILS... - At 12:40 PM EDT Sunday the stage was 13.0 feet. - Forecast...The river is expected to rise to a crest of 13.0 feet this afternoon. It will then fall below flood stage just after midnight tonight. - Flood stage is 13.0 feet.

Victoria Otis
Victoria "Vicky" Lynn Otis, 66, Celina, died at 2:13 a.m. Jan. 22, 2013, at the Cleveland Clinic.
She was born Sept. 11, 1946, in Celina, to Dr. James Otis and Betty Hamel, who are deceased.
Surviving are a brother, Jim (Jan) Otis, Chesterfield, Mo., two sisters, Jeanie Otis Hamm, Dublin, and Sharon (Jim) Grimaud, St. Louis, Mo.; 11 nieces and nephews; and 16 great nieces and nephews.
She graduated from Celina Senior High School, and was crowned Miss Lake Festival Queen in 1964. She then graduated from Loretto Catholic University, Denver, Colo., and taught fourth grade for two years at Immaculate Conception Catholic School, Celina.
She returned to college and studied at The Ohio State University. She became the administrator of OB/GYN at the University of Kansas Medical Center for 15 years.
She was a member of the Immaculate Conception Catholic Church, Celina, the Association of Managers of Gynecology and Obstetrics, the National Association of Female Executives, the American Association of University Women, The Ohio State University Alumni Association, Kansas City Friends of the Zoo and the World Wildlife Fund.
Funeral services are 10 a.m. Saturday at the church. Burial will follow at North Grove Cemetery.
Calling is 4-7 p.m. Friday at Cisco Funeral Home, Celina.
