Very strong wind gusts and dry soil is leading to areas of blowing dust across the area. This is causing visibility to be reduced to one mile or less in localized area.
Motorists should be prepared for rapidly changing visibility. Slow down and leave plenty of distance between you and the vehicle in front of you.
As winds slowly decrease late this afternoon into the evening, blowing dust should diminish.

* IMPACTS...Damaging winds will blow down trees and power lines. Widespread power outages are expected. Travel will be difficult, especially for high profile vehicles.

Frances Maneval Harter
Frances E. Maneval Harter, 86 years, formerly of West Unity, passed away Monday, October 26, 2015 at The Laurels of Shane Hill, Rockford, Ohio.
Frances was born June 18, 1929 in Bellevue, Ohio, the daughter of the late Claude and Mary (Eberly) Bartholomew.
She was a 1947 graduate of York High School in Bellevue. She then attended Toledo Hospital School of Nursing where she graduated in 1950.
Frances married Roger L. Maneval on January 21, 1951, and he preceded her in death on December 5, 1972. She then married Rex H. Harter on April 28, 1974, and he also preceded her in death on February 20, 1998.
Frances was a Registered Nurse, working for Cameron Hospital in Bryan. She was a member of the West Unity United Methodist Church, West Unity American Legion Post #669 Ladies Auxiliary and the Three Arts Club of West Unity.
Surviving are her three children, Randy (Debra) Maneval of Yuma, Arizona, Laura (Tom) Garwood of Rockford, Ohio, and Richard (Lisa) Maneval of Toledo, Ohio; two stepchildren, Curtis (Terri) Harter of Waco, Texas, and Keith Harter of Fort Wayne, Indiana; five grandchildren and five great-grandchildren.
She was preceded in death by both of her husbands, one daughter, Cathryn Smith; two stepsons, Donald Harter and Daryl Harter and one brother, Dr. Robert E. Bartholomew.
Visitation for Frances Harter will be held Thursday, October 29, 2015 from 4:00 – 7:00 p.m. in the Oberlin-Turnbull Funeral Home, 202 North Liberty Street, West Unity, where funeral services will be held at 11:00 a.m. Friday, October 30, 2015 with Pastor Greg Coleman officiating. Interment will follow in Floral Grove Cemetery, West Unity.
Visitation will also be held one hour prior to the service on Friday at the funeral home.
Those planning an expression of sympathy are asked to consider memorial contributions be made to the Food Pantry at the West Unity United Methodist Church, 311 North Liberty Street, P.O. Box 503, West Unity, Ohio 43570.
