Felony sex charges involve minor

CELINA - A 58-year-old Rockford man was sentenced to 20 years in prison on Tuesday in Mercer County Common Pleas Court for four second-degree felony charges of unlawful sexual conduct with a minor.
Jerry L. Fisher accepted a plea agreement on Oct. 27, entering a guilty plea to four of the eight felony counts against him. The other four charges were dismissed. The four five-year sentences are to be served consecutively, judge Jeffrey Ingraham said.
The Mercer County Sheriff's Office investigated after having received a tip that Fisher may have been having sexual relations with a person under the age of 16. Fisher was accused of having improper contact with someone between the ages of 13 and 16 multiple times between April and August.
During an interview with authorities in the investigation, Fisher admitted to having had sexual relations with the girl on four occasions in the preceding three or four months, according to Mercer County Prosecutor Matthew Fox.
Fisher had previously been found guilty of rape in Mercer County Common Pleas Court in 2005 and had been required to register with the sheriff's office for the succeeding 10 years, which ended in 2015.
At Tuesday's sentencing, Fisher was declared a Tier 2 sex offender and must report his whereabouts to local law enforcement in person every 180 days for the next 25 years.
Fisher was given credit for 115 days already served in custody.
