Ohio Department of Education grades in five catagories

School district report cards from the Ohio Department of Education for the 2021-2022 school year are in, giving parents and community members valuable information on student and school performance.

Districts receive star ratings for five components - achievement, progress, gap closing, graduation and early literacy.

Report cards this year will not include an overall rating, but one will be added when the 2023 report cards are released in the fall of that year, according to ODE.

ODE interim superintendent of public instruction Stephanie Siddens in the state's report card said the last several years have been unpredictable for students, families, teachers and schools.

Data on the 2021-2022 Ohio School Report Cards highlight signs of academic recovery but also acknowledge some of the challenges that remain, Siddens said in the report.

ODE officials in the report noted that while important, district report cards are only one part of the story of what is happening in local schools and districts. Parents and community members are encouraged to visit schools and talk to educators and administrators.

Celina City Schools

Achievement ⭐️⭐️⭐️

The district meets state standards in academic achievement with a performance index of 79.2%.

Progress ⭐️

The report card states there is significant evidence that the district fell short of student growth expectations by a larger magnitude.

Gap closing ⭐️⭐️⭐️

The district meets state standards in closing educational gaps with an annual performance goal rate of 39.3%.

Graduation ⭐️⭐️

The district needs support to meet state standards in graduation rates. According to the report card, 85% of Celina City Schools students graduated in four years, while 91.2% of students graduated in five years.

Early literacy ⭐️⭐️

The district needs support to meet state standards in literacy in grades K-3. The percentage of improving K-3 literacy was 24.6%, third grade reading proficiency was 66.1% and promotion to fourth grade was 100%.

Coldwater Exempted Village Schools 

Achievement ⭐️⭐️⭐️⭐️⭐️

The district significantly exceeds state standards in academic achievement with a performance index of 92.2%.

Progress ⭐️⭐️⭐️

There is evidence that the district met student growth expectations.

Gap closing ⭐️⭐️⭐️⭐️⭐️

The district significantly exceeds state standards in closing education gaps with an annual performance goal rate of 66.7%.

Graduation ⭐️⭐️⭐️⭐️⭐️

The district significantly exceeds state standards in graduation rates. Per the report, 100% of Coldwater Exempted Village Schools students graduated in four years and 97.8% of students graduated in five years.


Early literacy ⭐️⭐️⭐️

The district meets state standards in early literacy in grades K-3. The percentage of improving K-3 literacy was 27.4%, third grade reading proficiency was 73.7% and promotion to fourth grade was 100%.

Fort Recovery Local Schools

The district had a performance index of 95.8%.

The district exceeds state standards in graduation rates. According to the report, 95.8% of Fort Recovery Local Schools students graduated in four years and 97.4% of students graduated in five years.

The district exceeds state standards in early literacy in grades K-3. The percentage of improving K-3 literacy was 62.2%, third grade reading proficiency was 86.2% and promotion to fourth grade was 100%.

Marion Local Schools

The district had a performance index of 100.5%.

According to the report, 97.4% of Marion Local Schools students graduated in four years and 100% of students graduated in five years.

No data was available for the percentage of improving K-3 literature, third grade reading proficiency was 89.2% and promotion to fourth grade was 100%.

Parkway Local Schools

Achievement ⭐️⭐️⭐️⭐️

The district had a performance index of 86.1%.

The district had an annual performance goal rate of 60.6%.

Graduation ⭐️⭐️⭐️⭐️

The report indicates 91.9% of Parkway Local Schools students graduated in four years and 96.3% of students graduated in five years.

The percentage of improving K-3 literacy was 25.3%, third grade reading proficiency was 70.3% and promotion to fourth grade was 100%.

St. Henry Local Schools

ODE did not have the district's report published online. Ratings were provided by St. Henry Local Schools Superintendent Julie Garke.

The percentage of improving K-3 literacy was 86.1%, third grade reading proficiency was 93.4% and promotion to fourth grade was 100%.

New Bremen Local Schools

The district had a performance index of 98.1%.

According to the report, 96.7% of St. Marys City Schools students graduated in four years and 96.9% of students graduated in five years.

The percentage of improving K-3 literacy was 44.6%, third grade reading proficiency was 71.3% and promotion to fourth grade was 100%.


What the state's school grades mean:

The Ohio Department of Education's school district report cards are graded on a one- to five-star rating system spanning five components - achievement, progress, gap closing, graduation and early literacy. A sixth area covering college, career, workforce and military readiness will be implemented after the 2024-2025 school year.

Achievement: Represents whether student performance on state tests met established thresholds and how well students performed on tests overall.

Progress: This component looks closely at the growth all students are making based on their past Ohio State Test performances.

Gap Closing: Measure of the reduction in educational gaps for student subgroups.

Graduation: Based on graduation rates of a grade level cohort (such as the Class of 2021) after four years of education and after five years from the start of high school.

Early Literacy: Measures reading improvement and proficiency for students in kindergarten through third grade. The majority of data is pulled from the third grade English language arts test.
