PROPOSED CHANGES TO FEES FOR THE HEALTH DEPARTMENT
Notice is hereby given that the Uniform Schedule of Fees for the Mercer County Health District has been approved to be modified by the Board of Health effective June 12, 2022.
The Mercer County Health District has determined that a modification to the Administration Fee category within Nursing program is necessary in compliance with state regulations. The Vaccine for Children (VFC) and 317 Fund Vaccines - Federal and General Revenue Fund - State will be $20.00. TB Mantoux Administration Fee per injection will be $20.00.
Any previous fees in conflict with the foregoing are hereby repealed. The Mercer County Health District establishes the modifications of the Uniform Schedule of Fees pursuant to Sections 705.15 and 3709.21 of the Ohio Revised Code.
The proposed Uniform Schedule of Fees is a local fee schedule which is not affected by state fees. If any of the individual fees within the uniform schedule of fees are declared invalid for any reason, none of the provisions herein shall be affected. The modifications to the Uniform Schedule of Fees was adopted by the Mercer County Health District Board of Health on May 11, 2022.

The Mercer County Ohio Board of Elections issues this Proclamation and Notice of Election.
A PRIMARY ELECTION WILL BE HELD ON TUESDAY, THE THIRD DAY OF MAY 2022 (Being the first Tuesday after the first Monday) at the usual places of holding elections in each and every precinct in MERCER COUNTY, OHIO, for the purpose of nominating party candidates for the following offices: Governor and Lieutenant Governor, Attorney General, Auditor of State, Secretary of State, Treasurer of State, U.S. Senator, U.S. Representative to Congress, Chief Justice of the Supreme Court, Justices of the Supreme Court, Judge of the Court of Appeals, Judge of the Court of Common Pleas, County Commissioner, and County Auditor, and the election of Democrat County Central Committee Members, and the following local questions and issues:
PROPOSED MUNICIPAL INCOME TAX (Renewal) City of Celina
Shall Celina Ordinance 55-10-O which became effective January 1, 2011 and which levied a tax on income at the rate of one-half of one percent effective January 1, 2011, in addition to the one percent on income which was levied and collected as of December 31, 2010, as amended and modified by Celina Ordinance 61-15-O which became effective on January 1, 2016, which amended the originally-enacted Celina Ordinance 55-10-O which currently provides the City of Celina the authority to use these funds for the purposes of: operational expenses in support of the City's Safety Departments of Fire and Police, and for capital equipment purchases and capital improvements in support of the City's Safety Departments of Fire and Police, as well as for the purposes of making public right-of-way improvements to City streets, curbs, sidewalks, alleys, and for items and materials which are incidental and related to any such public right-of-way improvements within the City, for an amended duration of time for a period of seven (7) years, beginning January 1, 2023, be passed?
PROPOSED TAX LEVY (ADDITIONAL) Mercer County Health District
An additional tax for the benefit of the Mercer County Health District for the purpose of providing an adequate amount for the necessary requirements of such district at a rate not exceeding fifty-five hundredths mills (0.55) on each dollar of valuation, which amounts to 5.5 cents ($0.055) on each one hundred dollars of valuation, for five years, commencing in 2022, first due in calendar year 2023.
PROPOSED SALES AND USE TAX Mercer County
The Board of County Commissioners of Mercer County proposes to levy a sales and use tax in the amount of one-half of one percent (0.5%) for the purpose of providing revenue for the operation or maintenance of the County Detention Facility for a period of ten (10) years.
PROPOSED RESOLUTION GAS AGGREGATION St. Henry Village
Shall St. Henry Village have the authority to aggregate the retail natural gas loads located in St. Henry Village, and for that purpose, enter into service agreements to facilitate for those loads the sale and purchase of natural gas, such aggregation to occur automatically except where any person elects to opt out?
The Polls for the Election will be open at 6:30 a.m. and remain open until 7:30 p.m. on said day.

Notice is hereby given that the County of Mercer will hold a Public Hearing on Thursday, April 28, at 10:00 a.m. in the Mercer County Commissioners Office, Central Services Building, 220 West Livingston Street, Room A201, Celina, Ohio.
Based on both citizen input and local officials' assessment of the county's and city's needs, the county is proposing to undertake the following Revolving Loan Fund activity:
1.) The county intends to loan the amount of $220,764 to Rush Sports Complex, LLC to purchase equipment for the sports complex located at 6301 U.S. Rt. 127, Celina, Ohio. Rush Sports Complex, LLC will create 10 FTE jobs, of which 6 will be offered to or made available to LMI persons; which meets the National Objective.
The total project cost will be $519,679 with funds coming from Revolving Loan Fund of $220,764; Equity $77,952; and Private Lender $220,963.
This second public hearing is being held to give citizens an adequate opportunity to review and comment on the county's proposed application, before the loan is approved.
