COMMUNITY DEVELOPMENT BLOCK GRANT FUNDS
FOR PY23 COMMUNITY DEVELOPMENT ALLOCATION and NEIGHBORHOOD REVITALIZATION PROGRAM GRANT
Notice is hereby given that the Board of Commissioners of Mercer County will hold a Public Hearing on June 6, 2023, at 11:00 a.m. in the Mercer County Board of Commissioners Office, Celina, Ohio.
The Board of Commissioners of Mercer County intends to apply to the Ohio Development Services Agency for funding under the Community Development Block Grant (CDBG) Small Cities Program, a federally-funded program administered by the State of Ohio Development Services Agency, Office of Community Development. Mercer County is eligible for $166,000 in the Program Year 2023 CDBG Community Development Allocation Program and plans to apply for $750,000 in the Neighborhood Revitalization Program. On January 19, 2023, the Mercer County Commissioners conducted its first Public Hearing to inform citizens about the entire PY 2023 CDBG Program, how funds may be used, what activities are eligible, and other important program requirements.
Based on citizen input, the PY 2023 CDIS, and local officials' assessments of the county's needs, the county is considering the following CDBG activities for Program Year 2023 Community Development Allocation:
1) Village of Rockford Franklin Street Improvements: $160,000 CD Allocation
2) Administration: $5,000
3) Fair Housing: $1,000
Total: $166,000
Based on citizen input, the PY 2023 CDIS, and local officials' assessments of the county's needs, the county is considering the following CDBG activities for Program Year 2023 Neighborhood Revitalization Program:
1) Village of Rockford Franklin Street Improvements: $720,000 Neighborhood Revitalization Program
2) Administration: $30,000
Total: $750,000
The Franklin Street Improvements project qualifies under the LMI National Objective.
Due to application requirements, an alternate project must be named as a back-up project for the Allocation funds, should the Neighborhood Revitalization grant not be awarded. Therefore, the Rockford Franklin Street Improvements (scaled down) would stand as the alternate project for the Allocation funds.
This second Public Hearing is being held to give citizens an adequate o0portunity to review and comment on the county's proposed $166,000 CDBG Community Development Allocation Program Application and $750,000 CDBG Community Development Neighborhood Revitalization Application to the Ohio Development Services Agency due on or before June 14, 2023.
This second Public Hearing is open to all residents of Mercer County and any person or organization desiring to speak on this matter will be afforded an opportunity to be heard or seen.

Shall an annual income tax of 1 percent on the earned income of individuals residing in the school district be imposed by Celina City School District to renew an income tax expiring at the end of 2023, for 5 years, beginning January 1, 2024, for the purpose of current expenses?
The Polls for the Election will be open at 6:30 a.m. and remain open until 7:30 p.m.
The 134th Ohio General Assembly passed House Bill 458. Note that beginning with the May 2, 2023, Primary/Special Election, voters must bring photo identification to the polls in order to verify identity.
Photo identification includes the following documents that includes the individual's name and photograph and is not expired: an Ohio driver's license, state ID card, or interim ID form issued by the Ohio BMV; a US passport or passport card; or a US military ID card, Ohio National Guard ID card, or US Department of Veterans Affairs ID card. The registration deadline for the May 2, 2023, Special Election is April 3. As required by law, those who plan to exercise their right to vote in the May 2, 2023, Special Election must be registered to vote at least 30 days before the election. Registration forms can be obtained at the Board of Elections and are also available at authorized agencies during their regular business hours.
