The Mercer County Board of Elections issues this Proclamation and Notice of Election
A SPECIAL ELECTION WILL BE HELD ON TUESDAY, THE SIXTH DAY OF MAY 2025
at the usual place of holding elections in MERCER COUNTY, OHIO, at such places as the Board may designate, for the purpose of the following questions and issues:

Proposed Constitutional Amendment
TO FUND PUBLIC INFRASTRUCTURE CAPITAL IMPROVEMENTS
BY PERMITTING THE ISSUANCE OF GENERAL OBLIGATION BONDS
Proposed by Joint Resolution of the General Assembly
To enact Section 2t of Article VIII of the Constitution of the State of Ohio
A majority yes vote is required for the adoption of Section 2t.
This proposed amendment would:
1. Authorize the state to issue bonds or other obligations to finance or assist in financing public infrastructure capital improvements for local governments and other governmental entities. Capital improvement projects would be limited to roads and bridges, waste water treatment systems, water supply systems, solid waste disposal facilities, storm water and sanitary collection, storage, and treatment facilities.
2. Determine that such capital improvements are necessary to preserve and expand the public infrastructure, ensure public health, safety and welfare, create and preserve jobs, enhance employment opportunities and improve the economic welfare of the people of Ohio.
3. Limit the total principal amount of the state general obligations issued under the amendment to no more than $2.5 billion over a ten-year period. Any principal amount that could have been issued in any prior fiscal year, but was not issued, may subsequently be issued.
4. Require that obligations issued under this amendment mature no later than thirty (30) years after their date of issuance, and that any obligation issued to retire or refund other obligations mature no later than the permitted maturity date for the obligations being retired or refunded.
5. Authorize the General Assembly to pass laws implementing this amendment, including laws establishing procedures for incurring and issuing obligations, and laws providing for the use of Ohio products, materials, services and labor to the extent possible.
If approved, the amendment shall take effect immediately.
A "YES" vote means approval of the amendment.
A "NO" vote means disapproval of the amendment.
PROPOSED INCOME TAX
Coldwater Exempted Village School District
A majority affirmative vote is necessary for passage.
Shall an annual income tax of 0.5 percent on the school district income of individuals and of estates be imposed by Coldwater Exempted Village School District, for 5 years, beginning January 1, 2026, for the purpose of providing for current expenses of the school district?
PROPOSED TAX LEVY (RENEWAL)
Marion Local School District
A majority affirmative vote is necessary for passage.
A renewal of a tax for the benefit of the Marion Local School District for the purpose of constructing school building improvements, including equipment, furnishings and site improvements that the county auditor estimates will collect $196,000 annually, at a rate not exceeding 1.8 mills for each $1 of taxable value, which amounts to $32 for each $100,000 of the county auditor's appraised value, for 5 years, commencing in 2025, first due in calendar year 2026.
PROPOSED INCOME TAX (RENEWAL)
Parkway Local School District
A majority affirmative vote is necessary for passage.
Shall an annual income tax of 1 percent on the school district income of individuals and of estates be imposed by Parkway Local School District, to renew an income tax (or taxes) expiring at the end of 2025 for 5 years, beginning January 1, 2026, for the purpose of current expenses?
The Polls for the Election will be open at 6:30 a.m. and remain open until 7:30 p.m. on said day.
Voters must bring photo identification to the polls to verify their identity. Voters who do not provide photo identification will still be able to vote by casting a provisional ballot.
Photo identification includes the following documents that include the individual's name and photograph and is not expired: an Ohio driver's license, state ID card, or interim ID form issued by the Ohio BMV; a US passport or passport card; or a US military ID card, Ohio National Guard ID card, or US Department of Veterans Affairs ID card.

Joint Township Community Hospital
Issues Notice of Data Security Incident
Coldwater, OH - On or about April 2, 2024, Mercer County Joint Township Community Hospital ("MCJTCH") identified unauthorized activity within a limited number of devices within its network. MCJTCH promptly launched an investigation, reported the incident to law enforcement and engaged a national cybersecurity firm to assist in assessing the scope of the incident and took steps to mitigate the potential impact to the community. Following an investigation conducted by third-party forensic specialists, it was determined the incident occurred between April 2, 2024, to April 3, 2024.
Following the investigation, a review of the potentially impacted data set was initiated to identify the potentially impacted individuals and what elements of their information may have been affected so that an informed notification could be provided. In consideration of the amount of data to be reviewed, out of an abundance of caution and in an effort to provide notification in the most expedient manner, MCJTCH later elected to provide notification to all individuals whose personally identifiable information and/or protected health information was contained within its network at the time of the Incident. Upon identification of the population to be notified, efforts were then initiated to locate sufficient address information for those individuals so that letters could be mailed.
The elements of personal information maintained by MCJTCH varies per individual and potentially included: name, physical address, email address, phone number, date of birth, Social Security Number, driver's license/State ID number, medical information, health insurance information, and payment information, including payment card and/or financial account information. As of this writing, MCJTCH has not received any reports from individuals of misuse, identity theft or fraud related to the incident. As data incidents are increasingly common, MCJTCH encourages individuals to always remain vigilant, monitor their accounts, and immediately report any suspicious activity or suspected misuse of their personal information.
Unfortunately, these types of incidents are becoming increasingly common and organizations with the most sophisticated IT infrastructure available continue to be affected. MCJTCH understand the inconvenience or concern this incident may cause is committed to ensuring the security of all information in its control and has taken steps to strengthen its security posture.
The letters mailed to individuals on February 21, 2025, included additional information about what occurred, outlined the personal information that was potentially impacted for each individual, and provided a toll-free number that individuals can call to learn more about the incident. The call center can be reached at 877-723-0509, and is available Monday through Friday, 9:00 a.m. and 9:00 p.m. Eastern Time.

Notice is hereby given that the Uniform Schedule of Fees for the Mercer County Health District has been modified by the Board of Health. A series of hearings were held at regularly scheduled meetings from February 2025 - April 2025. The Mercer County Health District has modified fees in the following programs: Health Services - School Contracts.
Any previous fees in conflict with the proposed are to be repealed. The modifications of the Uniform Schedule of Fees is pursuant to Sections 705.15, 3709.09, and 3709.21 of the Ohio Revised Code.
The Health Services fee schedule is a local fee schedule which isnot affected by state fees. The adoption of the modified fees was completed April 9, 2025, by the Mercer County Board of Health. The fees will take effect April 25, 2025.
