Request for Qualifications for Architectural and Engineering Design Services
for the Fort Loramie Athletic Complex Building and Associated Improvements
Fort Loramie Local Schools ("District") is requesting qualifications for Architectural and Engineering Design Services for their proposed athletic complex building and associated improvements project. The District seeks assistance for comprehensive design and construction administration services in the development of their proposed athletic complex building and associated improvements project.
The District wishes to contract with an experienced architectural and engineering design firm for technical assistance in the design and implementation of a solution. A selection of a firm will be based upon specialized experience or technical expertise of the firm and its personnel in connection with similar projects and the firm's past record of performance with other similar clients.
The District is considering the Construction Manager at Risk project delivery method for this project. However, the District has not made a final determination on the project delivery method. The District's budget for the total scope of the work is approximately $7,000,000
In collaboration with Garmann Miller, the District has developed a preliminary program of their proposed athletic complex building and it includes, but is not limited to, the following spaces: multi-purpose athletic room and gymnasium (with a synthetic turf field, ball courts, and sprint lanes), a mezzanine with batting cages, weight room, athletic training room, coaches offices, locker rooms, restrooms, storage rooms, and other building support spaces. The preliminary total building square footage is approximately 31,000 SF. It is assumed that most, if not all, of the building will be constructed by implementing a pre-engineering metal building structure. It is possible a portion of the building, which would not require taller and/or wider spans, could be constructed out of alternative building types like wood, conventional steel, and/or masonry.
The District proposes that this potential athletic complex building be situated to the north of their existing High School and Middle School building and parking lot and to the east of the existing football stadium. The existing shot and discus field events will need to be relocated. It has not been determined yet whether the shot and discus relocation scope of work will be included in the project.
The District is considering alternative alterations to their existing stadium restroom and weight room building. The existing weight room may be converted to a varsity football locker room, but it is not determined yet whether this scope of work will be included in the project.
Qualifications received will be evaluated and ranked based on the following information, as required by Ohio Revised Code Section 153.65, et seq., to determine the firm most qualified to provide the required services in a manner determined in the best interest of the District. The District will enter into an agreement for architectural and engineering design services with the selected firm.
It is the District's intention to provide open competition for the aforementioned professional services, where firm's qualifications are evaluated, and once a firm is selected, fair and reasonable compensation is negotiated. Interested individuals and firms are invited to submit evidence of their professional qualifications, and related information as follows:
1. General Background of the Firm - General description of the firm, number of years in business, number of employees, disciplines represented (i.e., architects, engineers).
2. Technical Experience - List experience with athletic complex building facilities for school districts. Provide a detailed description of at least ten (10) similar projects with services provided, cost of construction and contact information of owner.
3. Staff - Provide names and project roles of staff to be assigned to this project. Include detailed resumes of the assigned staff.
4. Schedule and Budget performance - Provide 5-year history of firm's ability to meet client district's schedules and budgets
5. Litigation - Provide any recent or current litigation or legal disputes that the firm has had in educational projects in the last 10 years.
6. References - Please provide five (5) references that the District can contact.
The evaluation of professional design firms will be based on the following criteria:
1. Qualification of the firm
2. Technical experience
3. Local knowledge/experience
4. Staff
5. References
Professional design firms interested in being considered should reply with an electronic copy (PDF format) and five (5) individually bound statements of qualification no later than (4:00 p.m.) local time on April 25, 2025. Statements of qualifications received after this date and time will not be accepted.

Responding firms will be evaluated and ranked in order based on their qualification's submittal. A copy of the rating form is included at the conclusion of this Request for Qualifications document. As part of this evaluation, the District may hold interviews with individual firms. The District expects to enter into contract negotiations with the firm ranked most qualified to perform the services needed.
