* IMPACTS...The dangerously cold wind chills as low as 20 below zero could cause frostbite on exposed skin in as little as 30 minutes.

Mosser Construction of Toledo/Freemont has begun work on the new water treatment plant on Franklin Street in Rockford. The plant is being partially funded through $1 million in stimulus money.
