* IMPACTS...Minor flooding in low-lying and poor drainage areas.
* ADDITIONAL DETAILS... - At 1253 AM EDT, radar indicated heavy rain due to thunderstorms. Minor flooding is ongoing or expected to begin shortly in the advisory area. Between 0.5 and 1.5 inches of rain have fallen. Additional rainfall amounts up to 1.5 inches are possible. - Some locations that may experience flooding include... Celina, Rockford, Wabash, Mendon, Tama and Neptune.

Two men were arrested early today after allegedly duct-taping an elderly woman to a chair and locking her in a closet inside her home Sunday night, north of Greenville.
The 71-year-old woman, who suffered minor injuries during the home invasion robbery, struggled for nearly 14 hours to free herself before walking a quarter-mile in the cold weather to get help about 9 a.m. Monday. The suspects reportedly had cut her phone line. [More]
