Employee Andrew Giesige of Friendly Markets in Celina places a customer's groceries in plastic bags on Thursday morning. Shoppers in Washington, D.C., now must pay for each plastic bag they receive from stores following the passage of a new law in January. The purpose of the law is to promote recycling and reduce the amount of plastic left in landfills.
