Boy Scout leader Randy Engel, right, receives the Honor Medal on Sunday. Engel pulled Hubert Allen, left, from a subdivision pond in Celina on May 1, 2009, and gave him CPR. Allen nearly drowned after he accidentally backed his riding mower into the pond. The medal presentation was postponed three times due to family illnesses.
