A retirement party was held Dec. 14 at the Mercer County Clerk of Courts office for James Highley. He is retiring after serving nine four-year terms as clerk of courts. Members of his staff are pictured with Highley during the get-together. Highley, who chose not to seek re-election in November, is being replaced by newly-elected Republican Kevin McKirnan, the former Celina law director.
