Paul Lilley, a Century Health quality improvement coordinator, on Monday talks to 18 officers from the Mercer and Van Wert counties' sheriff's offices and the Van Wert Police Department about hand-ling a person in a crisis situation. He said the officers' weeklong training in Celina will teach them how to recognize a person with special needs and to use verbal skills instead of force.
