Construction crews are working on phase 1, which focuses on rehabilitating the exterior and making sure the foundation and interior are stable. The city received permission from the state to use $1 million from a $1.4 million revolving loan fund for phase 1, for the purpose of relieving "slum and blight" conditions.
Phase 2, which would involve interior work, would likely be funded largely through private contributions, along with some state funding or revolving loans, according to city safety service director Greg Foxhoven. A solid cost estimate or timetable is not yet available for phase 2.
Mayor Patrick McGowan said city officials have plans to create a community activity center to be integrated into the parks system. With part of the Buckeye Trail running close by, he said he could see hikers appreciating the building once it was completed. Plans also are in place to build a shelter house-like structure behind the mill possibly to house restrooms and other amenities.
