Mercer Bancorp, Inc., 1100 Irmscher Blvd., Celina, OH 45822, intends to apply to the Board of Governors of the Federal Reserve System (Board) for permission to form a bank holding company. We intend to acquire control of Mercer Savings Bank, 1100 Irmscher Blvd, Celina, Ohio 45822, as part of the mutual-to-stock conversion of Mercer Savings Bank. The Federal Reserve considers a number of factors in deciding whether to approve the application, including the record of performance of banks we own in helping to meet local credit needs.

The registration deadline for the May 2, 2023, Special Election is April 3. As required by law, those who plan to exercise their right to vote in the May 2, 2023, Special Election must be registered to vote at least 30 days before the election. Registration forms can be obtained at the Board of Elections and are also available at authorized agencies during their regular business hours.

Absentee Ballots by Mail
Absentee ballots by mail will be available beginning April 4, 2023. Applications will be provided to those who request one by calling our office. A separate application is necessary for each election.
Voter Identification Requirements
Note that beginning with the May 2, 2023, Primary/Special Election, voters must bring photo identification to the polls in order to verify identity. Voters who do not provide photo identification will still be able to vote by casting a provisional ballot. R.C. 3505.181
Photo identification includes the following documents that includes the individual's name and photograph and is not expired: an Ohio driver's license, state ID card, or interim ID form issued by the Ohio BMV; a US passport or passport card; or a US military ID card, Ohio National Guard ID card, or US Department of Veterans Affairs ID card RC 3501.01

NOTICE OF ADOPTION OF PLAN OF CONVERSION
Notice is hereby given that on March 3, 2023, the Board of Directors of Mercer Savings Bank (the "Bank"), an Ohio-chartered mutual bank headquartered in Celina, Ohio, adopted a Plan of Conversion whereby the Bank will convert from mutual form of organization to the stock form of organization. A new Maryland corporation, Mercer Bancorp, Inc., will be formed to serve as the holding company for the Bank and will offer for sale shares of its common stock to the Bank's members and other persons in a subscription offering, and, if necessary, a community offering. The Plan of Conversion establishes February 28, 2022, as the eligibility record date for determining the eligible account holders of the Bank entitled to receive first priority nontransferable subscription rights to subscribe for the shares of common stock of Mercer Bancorp, Inc. The Plan of Conversion is subject to approval by the Federal Deposit Insurance Corporation and the Ohio Division of Financial Institutions and by at least two-thirds of the votes eligible to be cast, in person or by proxy, by members of the Bank at a meeting of members at which the Plan of Conversion will be presented for a vote. A proxy statement setting forth more detailed information regarding the Plan of Conversion will be sent to members of the Bank before the meeting of members. A copy of the Plan of Conversion is available for inspection by the Bank's members at the Bank's main office and branch offices. After the conversion and stock offering, the normal business of the Bank will continue without interruption and the offices of the Bank will continue to operate.

PUBLIC NOTICE
The Celina Police Department participates in the LESO (Law Enforcement Support Office) program of the DLA (Defense Logistics Agency) which is a part of the Department of Defense. This program allows law enforcement agencies to obtain certain military surplus items. As of January 1, 2023, the program requires notification to City Council and the community of our participation and what controlled property we could obtain in the upcoming calendar year. This notice must be done annually. This does not mean the Celina Police Department plans to obtain these controlled items. This notice is given as a requirement to continue in the program.
Controlled property we could obtain could include manned fixed wing or rotary wing aircraft, unmanned aerial vehicles, armored vehicles (wheeled), tactical vehicles (wheeled), command and control vehicles, specialized firearms and ammunition (under .50 caliber), less lethal launchers, explosives and pyrotechnics (i.e. flash bangs), breaching apparatus, riot/crowd control batons, riot helmets and riot/crown control shields.
If the Celina Police Department would desire to obtain any of the above described items, the Chief of Police will first have to obtain express consent from the Safety Service Director.
