Ordinance 1162 - accepting the best bid for the North Park Court Improvements Project; authorizing the Village Administrator to enter into and execute a contract for services with Tarkett Sports Construction-Central, LLC.
Resolution 2025-2 - making findings and determinations as permitted in Section 3735.65 to 3735.70 O.R.C.; establishing "Community Reinvestment Area # 52", Hemmelgarn Enterprises DBA Hi-Tech Wire, designating an officer to administer said tax abatement program.

SECOND PUBLIC HEARING
PY 2025 COMMUNITY HOUSING IMPACT AND PRESERVATION PROGRAM
Mercer County intends to apply to the Ohio Department of Development (ODOD) for funding of Community Housing Impact and Preservation (CHIP) activities under the Community Development Block Grant (CDBG) Small Cities Program and the Federal HOME Investment Partnership Program, both federally-funded programs administered by the State of Ohio. The CHIP applications are due to the State by June 25, 2025.
On February 11, 2025, Mercer County conducted the first public hearing to inform citizens about the CDBG/HOME program, how it may be used, what activities are eligible, and other program requirements.
Mercer County and the City of Celina will apply as a Partnership for various CHIP activities for PY 2025: Owner Rehabilitation $420,000; Owner Home Repair $210,000; and Administration $70,000. Mercer County, as Grantee, is applying for a total of $700,000 to fund these activities and allocating $300,000 in the City of Celina and $400,000 throughout Mercer County. Matching funds up to $20,000 will be used from Mercer County's Revolving Loan Fund (RLF), $1,000 from PY2025 Allocation funds, and $8,347 from CHIP HOME Program Income. The national objective is to benefit low-or moderate-income households.The CHIP Program funds will be used throughout Mercer County and within the City of Celina.
A public hearing will be held on Tuesday, June 17, 2025, at 11:00 a.m. in the Board of County Commissioners Office located at 220 West Livingston Street, Room A201, Celina, Ohio, to allow citizens the opportunity to provide input on the activities.
