* WHEN...From 7 PM EDT this evening through Monday morning.
* IMPACTS...Excessive runoff may result in flooding of rivers, creeks, streams, and other low-lying and flood-prone locations.
* ADDITIONAL DETAILS... - Showers and thunderstorms producing heavy rain will impact the area overnight. Rainfall totals of 1 to 3 inches are expected with locally higher amounts. The heavy rain combined with saturated ground will lead to potential flash flooding.

* ADDITIONAL DETAILS... - At 12:40 PM EDT Sunday the stage was 13.0 feet. - Forecast...The river is expected to rise to a crest of 13.0 feet this afternoon. It will then fall below flood stage just after midnight tonight. - Flood stage is 13.0 feet.

Frances Carter
Frances Wickey Carter, 84, of Rockford, died at 10:25 a.m. July 1, 2010, at The Laurels of Shane Hill in Rockford.
She was born Oct. 3, 1925, in Berne, Ind., to Jake and Mary Eicher Wickey. On Dec. 20, 1951, she married Daniel Gingerich, who died in 1979. On Oct. 27, 1982, she married Floyd Carter, who died in 2003.
Surviving are three sons, Andy Gingerich, Stone Creek, and David (Brenda) Gingerich and Jake Gingerich, all of Celina; three daughters, Emma (Jake) Eicher, Berne, Ind., and Elizabeth (Myron) Schwartz and Mary (Noah) Eicher, all of Celina; several half brothers and sisters; 30 grandchildren and 68 great-grandchildren.
Deceased is a son, Daniel Gingerich; a daughter-in-law, Edith Gingerich; two sisters, Mary Schwartz and Elizabeth Schwartz; and a grandson, Bobby Gingerich.
She was a homemaker and a member of First Baptist Church in Celina.
Funeral services are 2 p.m. Sunday at the church, the Rev. John Parris officiating. Burial is at North Grove Cemetery in Celina.
Calling is 2-4 and 6-8 p.m. today at Cisco Funeral Home in Celina and 1-2 p.m. Sunday at the church.
