* IMPACTS...At 13.0 feet, State Route 117 near Route 118 north of Rockford is water-covered and closed.
* ADDITIONAL DETAILS... - At 8:40 AM EDT Sunday the stage was 13.0 feet. - Forecast...The river is expected to fall slowly this afternoon, falling below flood stage later this evening. - Flood stage is 13.0 feet.

Alan Goins
Alan "Al" E. Goins, age 60, of Celina, Ohio passed away on September 18, 2019 at 12:49 pm in Mercy Health St. Rita's Medical Center, Lima, Ohio.
He was born in Fort Stewart, Georgia to the late Dwight "Bud" and Sherry (Grantham) Goins on March 24, 1959. He married Ginny (Post) Goins on April 15, 1989 and she survives at the residence in Celina.
Al is survived by his daughter, Megan (Matt Carter) Goins, Marietta, Georgia; a sister, Becky Fuson, Celina; a brother, Casey (Joanna) Goins, Celina; father and mother-in-law, Harold (Mary Margaret) Post, Celina; brothers and sisters-in-law, Jan (Clarence) Eckstein Jr., Celina, Ken (Deb) Post, Coldwater, Steve Post, Celina, and Judy (TJ) Smalley, Celina; nieces and nephews, Jess, Derrin, Trina, Marisa, Hunter, Jenn, Matt, Ashley, Amanda, Kyle, Carly, Jake, and Brooke; and a host of many great nieces and nephews.
He is also preceded in death by a brother-in-law, John Fuson; a nephew, Taylor; and a great niece, Trinity.
Al was a 1977 graduate of Celina Senior High School. Throughout his life Al worked at Tom's Installation Company for over 20 years, Crown Equipment in New Bremen for 13 years, and most recently at ComNet in Wapakoneta as a fiber optic technician.
He was a member of Celina Moose Lodge #1473, American Legion Post #210, Eagle Aerie #1291; and Northmoor Golf Course in Celina.
Al was an avid golfer and bowler and loved to be with his family and friends. In addition, he was a huge fan of The Ohio State Buckeyes and the Pittsburg Steelers.
Al's love and generous spirit continues to touch lives as he chose to be an organ donor.
A Celebration of Al's life will be held at 5:00 pm on Saturday, September 21, 2019 in Cisco Funeral home, Celina.
The family will receive friends from 12:00 pm-5:00 pm before the service. For the visitation the family requests that you dress casual. Al was not a dress up guy, so put on your favorite pair of jeans and football jersey, and come celebrate his life with us.
In lieu of flowers memorial contributions can be made to the Celina High School bowling team; where Al coached for several years. Please make checks payable to Celina Bowling Boosters @ Citizens National Bank.
