* WHAT...Flash flooding caused by excessive rainfall is possible.
* WHERE...Portions of east central Indiana, including the following county, Wayne and Ohio, including the following counties, Auglaize, Champaign, Clark, Darke, Delaware, Franklin, Greene, Hardin, Licking, Logan, Madison, Mercer, Miami, Montgomery, Preble, Shelby and Union.
* WHEN...From midnight EDT tonight through Thursday afternoon.
* IMPACTS...Excessive runoff may result in flooding of rivers, creeks, streams, and other low-lying and flood-prone locations.
* ADDITIONAL DETAILS... - Multiple rounds of rain will occur overnight into Thursday. The heavier bands of rainfall will have 2 to 4 inches with locally higher amounts.

At 542 PM EDT, a strong thunderstorm was located near Waynesfield, moving northeast at 20 mph.
HAZARD...Wind gusts up to 40 mph and half inch hail.
SOURCE...Radar indicated.
IMPACT...Gusty winds could knock down tree limbs and blow around unsecured objects. Hail may cause minor damage to vegetation.
Locations impacted include... Ada, Alger, Waynesfield, Mcguffey, Uniopolis, Walton, and State Route 195 at State Route 235.

Anthony Phillips
Anthony "Tony" Phillips, 55, 8455 Monroe Road, Wapakoneta, died at 4:35 a.m. Oct. 21, 2008, in the emergency department of St. Rita's Medical Center. Death was due to an apparent heart attack.
He was born Sept. 7, 1953, in Columbus, to Richard and Isabelle Mercer Phillips. On Aug. 17, 1991, he married Beverly Robinson, who survives.
Other survivors are a brother, Richard (Becky), Mount Sterling; three sisters-in-law, Kathy (Tim) Keiber, St. Marys, Sandy (Larry) Thobe, St. Marys, and Patricia (Buddy) Connel, Jacksonville, Fla.; two brothers-in-law, Eric Robinson, Spencerville, and Richard (Karen) Robinson, Delphos.
Deceased are his parents and in-laws, Richard and Frances Robinson.
He was a truck driver for Stahler Trucking in Lima, a member of St. Patrick's Catholic Church,Glynwood, North American Railcar Operator's Association, the Navy League, the Sheriff's Association, the Wapak Rocket Club and Wapak Tractor Club. He was a graduate of Westfall High School, Williamsport, the Circleville Bible College and Capital University, Columbus.
Funeral Mass is 11 a.m. Friday at the church, the Rev. Oscar Seger officiating. Burial is at the church cemetery.
Calling is 2-4 and 6-8 p.m. Thursday at Miller Funeral Home, St. Marys.
