* ADDITIONAL DETAILS... - At 12:40 PM EDT Sunday the stage was 13.0 feet. - Forecast...The river is expected to rise to a crest of 13.0 feet this afternoon. It will then fall below flood stage just after midnight tonight. - Flood stage is 13.0 feet.

Richard Mosier
Richard E. Mosier, 82, Celina, died Oct. 1, 2010, at the Ohio State University Medical Center in Columbus.
He was born June 21, 1928, in Van Wert to C. Harvey and Audrey Dougall Mosier. On June 11, 1950, he married Pauline E. Martz, who died Jan. 16, 1994.
Surviving is a son, Rick (Sheri) Mosier, Celina; a daughter, Marva Mosier, Blacklick; a brother, G. Robert Mosier, Dale City, Fla.; and four grandchildren.
Deceased is a son, Randall Lee Mosier.
He was a 1946 graduate of Van Wert High School. He worked for Martz Cabinets in Celina for 35 years and was the owner and president of Rayomar Inc. until 2005. He was a member of St. Pauls United Methodist Church in Celina. He also was a member of the U.S. Army Corps of Engineers from 1946 to 1948 and was a member of the inspector general division in the Philippines.
Funeral services are 10:30 a.m. Wednesday at the church. Burial is at North Grove Cemetery in Celina.
Calling is 4-8 p.m. Tuesday at Cisco Funeral Home in Celina and 10-10:30 a.m. Wednesday at the church.
Memorials can be made to the Apologetics Sunday School Class.
