and at that time and place will be publicly opened and read aloud.
The proposed work consists of furnishing all labor, supervision, tools, and equipment to complete the project scope as follows:
The City of Celina is upgrading its 13.2kV Feeder #14. The construction will include the reconductor of approximately 2 miles of existing 30 distribution lines with new 556.5 kcmil ACSR 18/1 "osprey" primary and #4/0 awg ACSR 6/1 "penguin" neutral between Havemann Substation and Staeger Substation utilizing existing poles. Some cross arms, insulators, and miscellaneous items of material will remain and some of these items will be replaced. The City of Celina will supply all materials.
The contract documents and Specifications are on file at the Office of the Safety-Service Director, 225 North Main Street, Celina, Ohio 45822, and at the office of the Engineer, GPD Group, 520 South Main Street, Suite 2531, Akron, Ohio 44311-1010. To obtain an official set of the documents and become a Registered Bidder you MUST contact Ashley Howerter at the engineer's office by emailing ahowerter@gpdgroup.com. Contract documents and Specifications are available in PDF format and can be sent via e-mail. A hardcopy set may be obtained by sending a non-refundable check for $40.00 to the Engineers Office, attention Ashley Howerter. Additional copies of bid documents may be purchased for $40.00 per set. You must contact the Engineer's Office to be a registered bidder. Only proposals submitted by registered bidders will be accepted.
All bids shall be signed and submitted in duplicate on the blanks, which are provided separately with the Specifications. Bids shall state the price by item and shall be enclosed in a sealed envelope marked:

Each bid shall contain the name of every person, firm or corporation interested in the same, and must be accompanied by either a bid guaranty bond to the satisfaction of the City, or a certified check drawn on a solvent bank, in the sum of 10% of the bid, made payable to the City of Celina, Ohio, as a guaranty that if the bid is accepted, a contract will be entered into and its performance properly secured.
In lieu of a "bid bond," a certified check, on a solvent bank, made payable to The City of Celina, in the sum of ten percent (10%) of the total amount of the bid will also be accepted as a guarantee that if the bid is accepted, a contract will be entered into.
The successful bidder will be required to post a performance-payment bond in the amount of one hundred percent (100%) of the total amount of the contract awarded.
A non-mandatory pre-bid meeting is scheduled for September 9, 2024, at 11:00 a.m. via Microsoft Teams. An invitation to the meeting will be sent to all plan holders. To request an invitation to the meeting, contact Ashley Howerter (ahowerter@gpdgroup.com).
No bidder may withdraw his bid for a period of 60 days after the scheduled closing time for the receipt of bids.
The City of Celina, Ohio, reserves the right to reject any or all bids and to waive any irregularities in bidding.
