* WHAT...Flash flooding caused by excessive rainfall is possible.
* WHERE...Portions of east central Indiana, including the following counties, Fayette, Union and Wayne and Ohio, including the following counties, Auglaize, Champaign, Clark, Darke, Delaware, Fairfield, Fayette, Franklin, Greene, Hardin, Hocking, Licking, Logan, Madison, Mercer, Miami, Montgomery, Pickaway, Preble, Shelby and Union.
* WHEN...From 4 PM EDT this afternoon through Thursday morning.
* IMPACTS...Excessive runoff may result in flooding of rivers, creeks, streams, and other low-lying and flood-prone locations.
* ADDITIONAL DETAILS... - A complex of storms will develop later this afternoon and continue overnight. Repeated rounds of storms, combined with the extremely wet soil conditions will increase the risk for flash flooding later this evening into the overnight hours.

Dorthy Rutter
Dorthy E. Rutter, 94, formerly of Celina and a longtime resident of The Villages, Florida, died 12:03 A.M. Thursday, July 30, 2026, at the Wapakoneta Manor Nursing Home.
She was born September 18, 1931, in Celina, the daughter of Russel and Aretha (Rhoades) Wurster. She married James Rutter on April 23, 1955, in Celina; he preceded her in death on March 12, 1999.
She is survived by her four children: Kathleen (Randy) Latimer of Wapakoneta; Mitchell (Kathy) Rutter of Van Wert; Michael (Kelli) Rutter of Celina; Brian Rutter of Saint Marys. She is also survived by numerous grandchildren and great-grandchildren.
She was preceded in death by her parents, husband, a brother, Bob Wurster, a granddaughter, Megan Rutter.
Dorthy was a 1949 graduate of Neptune High School. She was a church organist, and started playing the organ at the Mt. Zion United Methodist Church in Neptune when she was 12 years old. She was the organist there for many years before moving to The Villages, where she was the organist at the Chapel of All Faiths. She retired from the Celina Daily Standard Newspaper, where she was a proofreader and typist.
Dorthy's life revolved around her church family. She enjoyed playing cards with friends, painting, and reading. She loved spending time with her many friends in The Villages.
Funeral rites will be held 2:00 P.M. Tuesday, August 4, 2026, at the Miller Funeral Home, 1605 Celina Road, Saint Marys, Pastor Andrew Atkins, officiant. Private family burial rites will be held at North Grove Cemetery, Celina.
Friends may call from noon until the time of services on Tuesday at the funeral home, where memorial gifts may be given to the American Heart Association.
